Notice to Bidders, U.S. Route 46 and Iron Mountain Road Intersection Improvements June 5, 2025 Notice to Bidders 6/5/25 Notice is hereby given that sealed proposals will be received by Mine Hill Township, Morris County, New Jersey for the “U.S. Route 46 and Iron Mountain Road Intersection Improvements”. The bid opening will be held on Thursday July 3rd , 2025 at 11 : 00 a.m. The project includes but it not limited to the following improvements to the U.S. Route 46 and Iron Mountain Road intersection, widening and resurfacing the pavement, removing and replacing curbs, removing and replacing stormwater drainage, relocating utilities, striping, and site restoration. All work on the base bid must be completed within Ninety (90) calendar days from the commencement date indicated in the Notice to Proceed. Contract Documents and Drawings for the proposed work, which have been prepared by Karl A. Pehnke, P.E. and Daniel Miola, P.E. of the firm Langan Engineering and Environmental Services, LLC., are available electronically by request from Paul M. Sterbenz (Paul.Sterbenz@collierseng.com) of the firm Colliers Engineering & Design and are on file at the office of said Engineer at 53 Frontage Road, Suite 110, Hampton, NJ 08827 and may be inspected by prospective bidders during business hours. Bidders will be furnished with a copy of the Contract Documents by request upon proper notice to the above e-mail addresses. The bid proposal packages will not be available for pickup. In the email message, the contractor shall indicate if they request an electronic copy (PDF format) or paper copy. Electronic copies will be provided via e-mail at no charge. Paper copies will be provided after a non-refundable charge of $200.00 payable to Langan Engineering and Environmental Services, LLC is received. Proposals must be made on the standard Proposal forms in the manner designated in the Contract documents, must be enclosed in sealed envelopes bearing the name and address of the Bidder and the name of the project on the outside and be addressed to Mine Hill Township and must be accompanied by a Statement of Consent of Surety from a surety company authorized to do business in the State of New Jersey and acceptable to the municipality and either a Bid Bond or a Certified Check drawn to the order of “Mine Hill Township” for not less than ten percent (10%) of the amount bid, except that the check shall not exceed $20,000.00. The successful bidder is hereby notified that a performance bond for the full amount of this project is required. The award of the Contract for this project will not be made until the necessary funds have been provided by the Township of Mine Hill in a lawful manner. The Township or the Engineer reserves the right to require a complete financial and experience statement from prospective bidders showing that they have satisfactorily completed work of the nature required before furnishing proposal forms or specifications, or before awarding the Contract. Proposals for this Contract will only be accepted from bidders who have properly qualified in accordance with the requirements of the Contract documents. The right is also reserved to reject any or all bids or to waive any informalities where such informality is not detrimental to the best interest of the Municipality. Further, the Municipality reserves the right to abandon the project and reject the bids entirely if any legal or state or federal administrative action is taken against the Municipality which could delay or jeopardize the project from commencing. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Specifications. The successful bidder shall be required to comply with the following: Affirmative Action requirements (P.L. 1975, C.127, N.J.S.A. 10:5-1 et seq.). The provisions of the New Jersey Prevailing Wage Act (N.J.S.A. 34:11-56.25 et seq.). Anti-Kickback Regulations under Section 2 of the Act of June 13, 1934, known as the Copeland Act. Worker and Community Right-to-Know Act (N.J.S.A. 34:5A-1). Anti-Drug/Alcohol plan in accordance with 49 CFR Parts 40, 199 and 391. The bid must also be accompanied by a list of names and addresses of all stockholders owning 10% or more of the stock in accordance with the provisions of the Public Disclosure Law (P.L. 1988, C.33, N.J.S.A. 52:25-24.2).
